Form LL Restriction with Two Owners — What You Need to Know

If your property is owned jointly — whether by a couple, family members, or business partners — and there is a Form LL restriction on the title, both legal owners must be verified before a Certificate of Compliance can be issued. This is one of the most common questions we receive, so this page covers exactly how joint owner Form LL verification works.

The Rule: All Owners, Same Call

The Form LL restriction requires that the solicitor is satisfied that all the persons who executed the transaction documents are the same persons as the registered proprietors. This means every legal owner named on the title register must have their identity verified — not just one of them.

Both owners must be present on the same video call. The solicitor will verify each owner's identity separately during that call. Once satisfied with all owners, they issue a single Certificate of Compliance covering all proprietors.

Important: The certificate cannot be issued if only one owner attends. If your partner, spouse or co-owner is unavailable, the call must be rescheduled. Plan ahead and make sure both owners have their passports or driving licences to hand.

What If the Owners Are in Different Locations?

This is not a problem. The verification takes place by video call — Zoom, Teams or Skype — so the owners can be in completely different locations. They just need to be on the same call at the same time. One owner could be at home in London, the other working abroad — it does not matter as long as both are on the call simultaneously.

What If Both Owners Cannot Attend the Same Call?

Both owners must attend the same call as a standard requirement. In exceptional circumstances where this is genuinely impossible, individual separate calls can be arranged — but this attracts an additional fee of £100 inc VAT per person for the individual call. This is significantly more expensive and should be avoided where possible.

If scheduling is the issue, simply book the call for a time when both owners are available. There is no premium for evening or weekend availability through our network.

Does the Mortgage Need to Be in Both Names?

Not necessarily. The Form LL restriction applies to the registered legal owners of the property — not to the mortgage itself. If both names are on the title register, both must be verified, regardless of whether the new mortgage is in one name or two. Check your title register to confirm who the registered proprietors are — this is the definitive list of who needs to attend the call.

What if one owner has lost their passport?

A current UK driving licence is an acceptable alternative to a passport. If neither is available, contact us at hello@formll.co.uk before booking — the assigned solicitor may be able to advise on alternative acceptable identification, though options are limited by Land Registry requirements.

Can the certificate be issued in stages — one owner now, one later?

No. The certificate can only be issued once all owners have been verified. It is a single document covering all proprietors. There is no mechanism to issue a partial certificate and add to it later.

One owner is abroad — can they still join the call?

Yes. The video call can be joined from anywhere in the world. Both owners simply need a working internet connection and a camera. The solicitor will verify identity via the video feed in the same way regardless of location.
