What affects the cost of a Form LL certificate?
The fee for a Form LL Certificate of Compliance in England and Wales depends on three factors:
- Number of owners on the title register — all legal owners named on the Land Registry title must attend the same video call and be independently verified. The base fee covers one owner. Each additional owner costs £50.00 + VAT (£50 inc VAT).
- Standard vs Fast Track service — the standard service delivers the certificate within 3–5 working days of the video call. Where completion is imminent or a mortgage offer is at risk, the Fast Track service delivers within 48 hours of the video call for an additional £100.00 + VAT (£100 inc VAT).
- Lender-specific wording requirements — some lenders' panel firms, including Optima Legal (Barclays) and Integra (Halifax and Lloyds), require specific wording in addition to the Land Registry standard. This is included within the standard fee where known at the time of instruction.
Why is the certificate subject to VAT?
The Form LL Certificate of Compliance is a legal service provided by an SRA-regulated solicitor. Legal services provided by regulated solicitors are standard-rated for VAT purposes. VAT at 20% is therefore charged on all fees. All prices on this page are quoted exclusive of VAT in line with standard professional services practice in England and Wales. The inc VAT figures are shown for reference.

Independence is a strict requirement: the solicitor issuing your Form LL certificate cannot be acting on your transaction. They must be completely independent of your remortgage or sale. This is a Land Registry requirement.

Transaction document needed: your mortgage offer (for a remortgage) or TR1 Transfer Deed (for a sale). Your transaction solicitor will provide this. If your lender uses Optima Legal or Integra, mention this — specific wording will be used.

Identity verification by video call
A short video call on Zoom, Teams or Skype. The solicitor verifies that you are the registered owner. All legal owners named on the title register must attend the same call simultaneously.
What you need for the call:
• Valid passport or UK driving licence for each legal owner
• All owners must be on the same call at the same time
• The call can be joined from anywhere in the world
• Your transaction solicitor does not need to attend

Solicitor — same day as call
Certificate of Compliance drafted and issued
After successful verification the solicitor drafts, signs with wet ink, and emails the Form LL Certificate of Compliance directly to you — and to your transaction solicitor if their details were provided.
The certificate confirms: “I [name of solicitor] certify that I am satisfied that the person/persons who has/have executed the [Mortgage Deed / Transfer] submitted for registration is/are the same person/persons as the proprietors of [property address and title number].”
Where Optima Legal, Integra or another panel firm requires specific wording, the certificate is drafted to their exact requirements.
Issued same day as video call in most cases

Forward to your solicitor. Transaction unblocked.
Forward the signed certificate to your transaction solicitor. They submit it to Land Registry with the registration application. The Form LL restriction is satisfied for this transaction and your remortgage or sale can proceed to completion.

Title number — on your title register at Land Registry. Starts with letters followed by numbers, e.g. HP511943. Your transaction solicitor will have this.
Full property address including postcode.
Lender name — e.g. Barclays Bank UK PLC, Halifax, Nationwide Building Society, NatWest.
Panel firm (if known) — the solicitor firm your lender uses. Common ones: Optima Legal (used by Barclays), Integra (used by Halifax and Lloyds), Enact (various lenders).
Number of legal owners on the title register. All must be available for the same video call.
Passport or driving licence for every legal owner — needed for the video call ID verification.
Acting solicitor details (optional but recommended) — firm name and email address so the signed certificate can be copied to them directly.
Frequently Asked Questions
Are all fees exclusive of VAT?
Yes. All fees are quoted exclusive of VAT. VAT at 20% is added by the SRA-regulated solicitor and is payable in addition to the stated fee. The standard fee of £180 + VAT becomes £216 inc VAT. The calculator above shows both the ex VAT and inc VAT totals.
Do I pay on this website?
No. No payment is taken on this website. Once you submit your case details, your specialist solicitor firm contacts you directly to confirm the case and take payment. All payment is made directly to the SRA-regulated solicitor firm handling your certificate.
What if I need the certificate urgently?
The Fast Track service delivers the certificate within 48 hours of the video call for an additional £100.00 + VAT (£100 inc VAT). If your mortgage offer is close to expiry or your completion date is imminent, select the expedited option in the calculator above and note your completion date when submitting your case.
What if the solicitor makes an error on the certificate?
If the solicitor makes an error on the certificate it will be corrected at no charge. If a duplicate certificate is requested or an amendment is required where there is no error on the solicitor's part, an additional fee of £50.00 + VAT (£50 inc VAT) applies.
Can I use the same certificate for a remortgage and restriction removal?
No. The certificate is drafted for a specific transaction. If you need both a certificate for a remortgage and a separate application to remove the restriction, these are two separate matters. See our

How much does it cost if there are 2 owners on the title?
