Yes. A Form LL restriction can be permanently removed from your property title register at HM Land Registry. Once removed, you will never need a Certificate of Compliance again for any future sale, remortgage or transfer. The process requires a formal Land Registry application supported by a solicitor's certificate.
Important distinction: There are two separate things you might need. If you have an immediate transaction — a sale or remortgage happening now — you need a Certificate of Compliance to satisfy the restriction for that transaction. Removal is a separate process that permanently eliminates the restriction for all future transactions. This guide covers permanent removal.
Many property owners choose to remove a Form LL restriction when they no longer need the fraud protection it provides — for example, when a buy-to-let property becomes a primary residence, when an absent owner returns to occupy the property, or simply because the owner wants to simplify future transactions. Removing the restriction means no Certificate of Compliance will ever be needed for future sales or remortgages.
Even to remove the restriction, you must first satisfy it. Land Registry requires a conveyancer's certificate — confirming the identity of the registered proprietor — as part of the removal application. This is the same Certificate of Compliance required for a transaction. You cannot bypass this step.
Form RX3 is the Land Registry application form to cancel a restriction. Your solicitor completes this on your behalf. The form must be accompanied by the Certificate of Compliance satisfying the restriction and any other required evidence.
The RX3 application is submitted to HM Land Registry with the supporting documentation. Land Registry will process the application and, if satisfied, cancel the Form LL restriction from your title register. Processing times vary — currently several weeks for routine applications.
Once Land Registry approves the cancellation, your updated title register will no longer show the Form LL restriction. You can download the updated register from Land Registry to confirm removal.
Technically, you can apply to Land Registry directly using form RX3. However, as with obtaining the Certificate of Compliance, errors cause rejections and delays.
