If you are an executor or administrator transferring or assenting a property to a beneficiary without a conveyancer acting for you, HM Land Registry needs evidence of your identity, usually on form ID1. Personal representatives used to be treated as an exception, but HM Land Registry removed that exception in its September 2023 update to Practice Guide 67 as a safeguard against fraud. Each personal representative who signs needs their own ID1; it can be verified by video with ID5 for £100 inc VAT per person.
What changed
HM Land Registry's Practice Guide 67 previously said it did not routinely require identity evidence for a personal representative, though it might ask. Following a review, a personal representative who assents or transfers land was removed from the exception status, with immediate effect, as a safeguard against fraud. In September 2026 the guide was further clarified to confirm that evidence of identity is required for the person or company on whose behalf an excepted party acts.
