Form LL is the standard anti-fraud restriction on a property title in England and Wales. Once registered, HM Land Registry will not register a sale, transfer or mortgage unless a conveyancer certifies the person signing is the true owner. You can apply yourself (form RQ, free, if you do not live there; form RX1, £40, if you do) or have a solicitor check your title and lodge it for you. FormLL's partner solicitor charges £150 inc VAT for one owner plus £50 per additional owner.
Who should consider Form LL
HM Land Registry and GOV.UK list the circumstances in which a property is more at risk of title fraud. If one or more apply to you, Form LL is worth serious consideration:
- You rent the property out
- You live overseas
- The property is empty, for example between tenancies or while you are in care or abroad
- The property is not mortgaged
- Your identity has been stolen
HM Land Registry explains that this fraud is often attempted by someone with access to the property or your documents, such as a tenant, who obtains identity documents in your name. With Form LL on the register, they would also need to satisfy an independent conveyancer, which deters most attempts.
Do it yourself or use a solicitor?
We will be straightforward: an individual owner can apply for Form LL without a solicitor, and for absent owners it is free.
| Your situation | DIY route (GOV.UK) | HM Land Registry fee |
|---|---|---|
| Private owner, you do not live at the property | Request for a restriction (form RQ) | Free |
| Private owner, you live at the property | Application for a restriction (form RX1) | £40 |
| Property owned by a company | Company request for a restriction (RQ(Co)) | Free |
Owners choose FormLL's partner solicitor when they want it done once, correctly, without paperwork:
- Right form, right wording. The solicitor checks your title register first — including any existing restrictions, the names exactly as registered and your address for service — and uses the correct route.
- Lodged electronically. Conveyancers lodge through HM Land Registry's portal. HM Land Registry reports that many electronic applications to register a standard restriction are processed automatically, rather than waiting in the paper queue.
- Several properties or owners. Landlords with portfolios, joint owners and overseas owners get one point of contact.
- Address for service updated. If you live abroad or have moved, HM Land Registry needs a current address to contact you. The solicitor reviews it as part of the job.

What happens after Form LL is registered
Day to day, nothing changes. When you next sell, remortgage or transfer the property, an independent conveyancer will need to verify your identity and sign a Certificate of Compliance. Budget for that, and allow a few extra days in your timetable. If your circumstances change later, you can remove it.
Also set up Property Alert. HM Land Registry's Property Alert is free for up to 10 properties and emails you when certain activity happens on your title. It complements Form LL rather than replacing it.

Start my enquiryFrequently asked questions
Can I apply for a Form LL restriction myself?
Yes. GOV.UK states that private owners who do not live at the property can request a restriction free using form RQ, owners who live at the property apply on form RX1 with a £40 fee, and companies use RQ(Co) free. A solicitor is optional.
How much does Form LL registration cost with FormLL?
£150 inc VAT for one owner and £50 inc VAT for each additional owner, so £200 for two owners. Any HM Land Registry fee is confirmed in your quote.
Will Form LL make my remortgages harder?
It adds a step. Each sale, remortgage or transfer needs a certificate from a conveyancer confirming your identity. HM Land Registry itself notes the restriction can slow down selling or mortgaging, so build in time.
Does Form LL stop me selling my property?
No. It stops someone else selling it while pretending to be you. You can sell normally once an independent conveyancer has verified you and signed the certificate.
Can a company apply for an anti-fraud restriction?
Yes, but not Form LL itself. Companies use a separate company request route. See our page on the company anti-fraud restriction.
