Short answer

On 1 September 2026 HM Land Registry amended section 4.1.B of Practice Guide 67 to clarify that evidence of identity is required for the person or company on whose behalf an excepted party acts. It continues a run of changes since 2023: personal representatives lost their exception, CLC-regulated licensed probate practitioners gained the right to verify ID1 and ID2, form ID4 was withdrawn and ID3's use was clarified. The direction is consistent: more parties need verified identity, not fewer.

What to do

If you are dealing with HM Land Registry without a conveyancer, assume identity evidence is needed and get it done once your documents are agreed, within three months of lodging. An ID1 by video with ID5 is the simplest route.
